2013 NFL Draft: Point/Counterpoint , Part 3 - Offensive Line

Yesterday, Tex argued that the Packers biggest need was at linebacker. Today, Tony explains why he thinks bolstering the offensive line is the Packers' best move.

As Super Bowl XLVII draws closer and closer, so does the time of the year when NFL teams begin to search for answers on how to patch up their roster for the next season. Some teams do it move through free agency while others, like the Packers, tend to go to the draft for roster building. Either way, every team is heading to the drawing board, or the war room and are looking for ways to improve their roster.

Over the past two days, Tex and Devin have made some pretty solid cases on what actually is the Packers' biggest re-up this offseason. Monday, Devin argued that the D-Line was the position most needing of an upgrade. Tex took a stance on how the Packers should improve at linebacker. While those two positions could use some upgrading, I believe that the Packers' best move is bring in some guys at to bolster that offensive line.

Since Aaron Rodgers took over as starting quarterback in 2008, the Packers have had a bit of an issue with protection. One of the most deflating things that can happen in any productive offensive drive is getting sacked, and there were a lot of those drive-killing sacks in Green Bay this past season. Rodgers was taken down 51 times in 2012, a new career-high, or low, depending on how you look at life.

As I mentioned before, this year, the Packers offensive line has 51 sacks credited to their name, that's only second-worst in the NFL behind Arizona's 58. In addition to that, this group has allowed 85 QB hits which was good for seventh-worst. Philadelphia led that category with 118 QB hits. I kind of hate going here but I'm going to anyway; Brett Favre, in a different era, was never sacked more than 40 times in a season (1997-98), which was surprising because Rodgers is known for his athleticism and speed. Interesting...however, that probably was due to the fact that Favre had a great O-Line and running backs throughout his Packers career.

Again, the issues at offensive line have been prevalent in Green Bay for quite some time. In the 2009-10 season, Rodgers' second year as starting quarterback, he was sacked 50 times and all I can remember was how big this issue played out in the media. The Packers then made some quick, patch-up changes with the O-Line and all was well again. In the two following season, this issue has silently snuck up on us once again and it is time to address this issue completely.

To the defensive of this group, it is not all their fault. There have been times this season where you would see Rodgers hold the ball way to long here or a running back or fullback miss a block. Either way, the sacks have accumulated. Even with all of that however, this causes primarily for change at the line of scrimmage.

Sacks, sacks and more sacks. This isn't all about sacks. Remember, for the past few years, there is this thing called a RUNNING GAME that has suffered as well. Packers fans may have forgotten what that is due to it being virtually nonexistent over the last couple of years. I would say the last really productive year rushing for the Packers was back in 2004 when they were tenth in the league rushing behind Ahman Green's 1,163 yards rushing. Clearing the way for Green that season were the likes players such as Marco Rivera, Scott Wells, Mike Wahle and Mike Flanagan. Unfortunately, following that season, those guys began to depart Green Bay.

This season saw the Packers produce another mediocre season on the ground, ranking 20th in total yards rushing. Granted, the Packers are a primarily passing team but without that sound rushing attack, the Packers will never get over the San Franciscos, or even the Atlantas of the world. The key to the Packers XLV success was the rushing game. Oftentimes, the key to having a solid ground attack is having guys that can clear the path for the ball carrier. The Packers haven't had that in a while. It is evident when looking at runs of 20 yards or more. In 2012, the Packer had eight runs of 20+ which landed them right between the mediocre Oakland (8) and Arizona (9).

The Packers have made efforts to enhance that line in recent years by drafting Brian Bulaga in 2010 and adding players like Jeff Saturday this past offseason. The problem was that this season the injuries piled up. T.J. Lang, a solid member of this group, dealt with a concussion. Saturday put up with nagging shoulder and neck injuries and would eventually not start towards the end of the year. Right Tackle Bulaga was placed on injured reserved and since then guys have been shuffling as the Packers tried to find the right fit. Saturday played his last game Sunday and the Packers will need to replace him.

I feel if the Packers wan to reach their full potential as a team, they need to shed that reputation as that one-dimensional team that only can throw the ball. As time goes on, more and more teams are learning that Aaron Rodgers: 1. Holds the ball a bit too long and 2. Doesn't necessarily have the best bodyguards in his entourage. This equals a lot of sacks and a stagnant rushing attack. Building upon the offensive linemen group they currently have can make a lot of people happy. Everything stems here. Build the O-Line should be trending in Wisconsin this offseason on Twitter or something.

The Packers need to continue to build upon this offensive line this offseason. Preferably through the draft with some higher-round picks It would be a great investment for the long-term future of this team.

TSX closes higher as CP Rail, gold stocks climb

TORONTO (Reuters) - Canada's main stock index climbed on Tuesday, lifted by Canadian Pacific Railway Ltd's profit outlook and a rally in gold shares, which rose with the price of the precious metal as investors speculated on U.S. Fed actions.

Canadian Pacific said its aggressive efficiency push would pay off in a 40 percent increase in earnings this year, sending its shares to an all-time high. The stock climbed 3.1 percent to C$116 .22.

Gold rose on short-covering and expected continuation of loose U.S. monetary policies.

The gains were, however, kept in check by a fall in financials and a 3.4 percent decline in Research In Motion Ltd shares, triggered by investor caution ahead of the BlackBerry 10 launch on Wednesday.

The market pullback follows a recent rally in the stock in the run-up to the launch.

"Tomorrow is the big day. But it will be sometime before it's discernible whether or not it is in fact the great success they're hoping for," said Michael Sprung, president of Sprung Investment Management.

"It's a coin toss. At the end of the day, no one can predict the success of BB10. It's a speculative stock," he added.

The Toronto Stock Exchange's S&P/TSX composite index <.gsptse> was up 14.65 points, or 0.11 percent, at 12,830.56. Seven of the 10 main sectors on the index advanced.

While the Fed is not expected to change its stance after deciding only in December to loosen conditions further, investors are watching to see if changes in the membership of the policy-setting committee for 2013 could signal a shift in the future.

"The expectation is that little will change other than probably some comment with respect to the eventual exit (from the stimulus). Right now it will be a reaffirmation of the low interest rate policy," said John Ing, president of Maison Placements Canada.

He said his expectation for the gold sector this year is quite bullish. "Gold has been pretty good refuge in order to maintain, to hedge the depreciation in the value of currencies," he said.

The materials sector, which includes mining stocks, played the biggest role in leading the market higher, rising 0.7 percent. The group was boosted by a 0.5 percent rise in gold prices.

Goldcorp Inc rose 1.7 percent to C$36.11, and Yamana Gold added 2.7 percent to C$16.65.

CP Rail helped the industrials sector gain 0.9 percent.

U.S. single-family home prices rose in November, building on a string of gains that points to a housing market that is on the mend, data from a closely watched survey showed on Tuesday.?

The S&P/Case Shiller composite index of 20 metropolitan areas gained 0.6 percent in November on a seasonally adjusted basis, in line with economists' forecasts.?

Prices on a non-adjusted basis slipped 0.1 percent. The non-adjusted numbers showed prices fell in about half of the cities covered by the survey, with the winter months typically a weak period for housing, the survey said.?

"Housing is clearly recovering", David Blitzer, chairman of the index committee at S&P Dow Jones Indexes, said in a statement.?

Prices in the 20 cities rose 5.5 percent year over year.?

It was the 10th month in a row that prices have increased, the longest string of gains since before the market started to turn down in 2006.?

The housing market became a bright spot for the economy last year as prices rose and inventory tightened. The sector is expected to contribute to economic growth in 2013.?

Taco Bell is pulling a TV ad after receiving complaints that it discouraged people from eating vegetables.?

The ad by the fast-food chain was touting its variety 12-pack of tacos, with a voiceover saying that bringing a vegetable tray to a party is "like punting on fourth and one." It said that people secretly hate guests who bring vegetables to parties.?

The Center for Science in the Public Interest, a health advocacy group, this weekend urged people to tweet their complaints about the ad and the chain quickly made the decision to pull it.?

"We didn't want anyone to misinterpret the intent of the ad," says Rob Poetsch, a Taco Bell spokesman.?

Hurricane-Riding Microbes Make a Home at Cruising Altitude

Sample a hurricane?s air from a plane high in the stratosphere and, in addition to the expected water and grit, you?ll find an abundance of microbes. Swept up from land and sea by the tropical cyclone?s power, the skyborne bacteria persist in the atmosphere for days?and some may even thrive there.

A new survey of the tropospheric skies reveals that even as much as 10 kilometers up, microbes are a constant presence. Indeed, 17 individual bacterial species have been found in every air sample taken so far, suggesting that they may live way up there. The results of this 2010 survey conducted by scientists aboard NASA flights were published online in Proceedings of the National Academy of Sciences on January 28.

Exactly what microbes are doing so high in the sky remains unknown, though the 17 ubiquitous residents can apparently survive the extreme conditions and even gain nourishment from compounds that are abundant in the atmosphere. The tiny cells are also known to help the coming together of water vapor in the atmosphere that forms the ice crystals responsible for cirrus clouds or, lower in the atmosphere, the drops of water that then become clouds, rain or snow. The bacteria outnumber fungal spores, pollen and other living particles in the sky, based on the collection of all particles by filtering discrete samples of six cubic meters of air on a total of nine flights.

By sequencing the DNA found in these samples (rather than attempting to grow any bacteria in culture ,an often tricky process) the researchers determined that each cubic meter of rarified air contained more than 5,000 bacterial cells?a much higher concentration than anyone had expected. The sequencing also revealed that the 17 species, mostly from the families of Methylobacteriaceae and Oxalobacteraceae, were present from California across the U.S. and out into the Gulf of Mexico, suggesting they had mechanisms to protect the fragile cells from ultraviolet light and extremely cold and dry conditions.

As for how the microbes get to the sky, the routes may be the same as for the millions of metric tons of dust and salt that reach the atmosphere: the wind, sea spray and other physical phenomena. But judging by these samples, hurricanes and possibly other storms, help convey enormous amounts of a lot of different bacteria around the world.

Samples from Hurricane Karl and Earl (both in September 2010) showed that the big storms both rained out bacteria from the atmosphere and also swept up some species not usually found so high, including E. coli and Streptococcus, especially after passing over cities and other populated areas. In the case of Hurricane Earl, there were even soil microbes from that tropical cyclone?s origins as a dusty wind in the Sahara Desert.

The results merit a rethink of the role microbes play in shaping the atmospheric effects we humans know as weather. After all, microbes already determine everything from the amount of oxygen in the atmosphere to the breakdown of minerals on land. Microscopic life may also play a key role in the chemistry of the atmosphere as well as whether it rains or pours. The deep blue sky may even qualify as an ecosystem. ?I wouldn?t be surprised if there is active life and growth in clouds,? mused microbiologist Kostas Konstantinidis of the Georgia Institute of Technology, one of the research team, in a press release. ?But we cannot say for sure now.?

British man gets 6 years in Bali drug trial

BALI, Indonesia (AP) ? An Indonesian court sentenced a Briton to six years in prison Tuesday for his role in a cocaine-smuggling case that led to a death sentence last week for a British grandmother.

Julian Anthony Ponder, 43, was convicted of receiving cocaine from 56-year-old Lindsay June Sandiford, who was found guilty of smuggling $2.5 million worth of the drug in her suitcase onto the resort island of Bali. Sandiford was sentenced Jan. 22 to death by firing squad.

Ponder seemed relieved after hearing the verdict, but declined to talk to reporters.

"I think it's light enough," said his lawyer, Ary Sunardi. "We will suggest that he accept the sentence."

Presiding Judge Gunawan Tri Budiono said Ponder was found guilty of possessing narcotics and also fined 1 billion rupiah ($102,500). Twenty-three grams (0.8 ounces) of cocaine were found in his villa when he was arrested.

Prosecutors had sought seven years for Ponder, who could have received a life term. They had sought 15 years for Sandiford, but the court stunned the defendant and many people in her home country by sentencing her to death.

Sandiford filed an appeal request Monday. London-based human rights group Reprieve said it is suing the British government to attempt to force it to pay for Sandiford's legal representation, arguing that officials have fallen down on their duty to keep her safe from inhuman conditions and ensure she has a fair trial. It said Sandiford spent all of her money on the trial lawyer and cannot afford to pay for the appeal, which involves filing legal documents in the Indonesian language by Feb. 12.

In a statement, Reprieve's Harriet McCulloch said the costs of providing support for Sandiford would be negligible. She said the Foreign Office "must take immediate action and ensure that she does not lose the chance to appeal her death sentence."

During the trial, Sandiford maintained that she was forced to transport the drugs into the country by a gang that was threatening to hurt her children. She was arrested in May when 3.8 kilograms (8.4 pounds) of cocaine were discovered in the lining of her luggage at Bali's airport.

In London, British Foreign Office Minister Hugo Swire told lawmakers last week that the government strongly opposes Sandiford's sentence.

Indonesia, like many Asian countries, is very strict on drug crimes. Most of the more than 40 foreigners on its death row were convicted of drug charges. The country has not executed anyone since 2008, when 10 people were put to death.

Ponder's wife, Rachel Lisa Dougall, was earlier sentenced to one year in the case, while Indian national Nandagopal Akkineni received five years. Another Briton, Paul Beales, was previously sentenced to four years.

Cornell University Athletics - Men&#39;s Squash Topped By Trinity

ITHACA, N.Y. ? Senior Nick Sachvie and sophomore Aditya Jagtap won their matches at the top of the order on Sunday, but the men's squash team suffered a 7-2 loss against second-ranked Trinity at Belkin International Squash Courts.

Jagtap secured the first point of the match for sixth-ranked Cornell (11-2), topping Juan Vargas in four games at the No. 2 spot. Sachvie then won the first game of his match against Reinhold Hergeth at No. 1 and was ahead in the second game when Hergeth retired. Jagtap is now 9-1 on the season, while Sachvie improved to 7-3.

The Big Red entered the match ranked sixth in the nation by the College Squash Association, but figures to move up after its mid-week victory over No. 5 Rochester. Cornell returns to Ivy League play next weekend with a Saturday match at Dartmouth, followed by a Sunday tilt at Harvard. Trinity is now 11-0 and has won 13 of the last 14 national championships.

Penicillin, not the pill, may have launched the sexual revolution

Jan. 28, 2013 ? The rise in risky, non-traditional sexual relations that marked the swinging '60s actually began as much as a decade earlier, during the conformist '50s, suggests an analysis recently published by the Archives of Sexual Behavior.

"It's a common assumption that the sexual revolution began with the permissive attitudes of the 1960s and the development of contraceptives like the birth control pill," notes Emory University economist Andrew Francis, who conducted the analysis. "The evidence, however, strongly indicates that the widespread use of penicillin, leading to a rapid decline in syphilis during the 1950s, is what launched the modern sexual era."

As penicillin drove down the cost of having risky sex, the population started having more of it, Francis says, comparing the phenomena to the economic law of demand: When the cost of a good falls, people buy more of the good.

"People don't generally think of sexual behavior in economic terms," he says, "but it's important to do so because sexual behavior, just like other behaviors, responds to incentives."

Syphilis reached its peak in the United States in 1939, when it killed 20,000 people. "It was the AIDS of the late 1930s and early 1940s," Francis says. "Fear of catching syphilis and dying of it loomed large."

Penicillin was discovered in 1928, but it was not put into clinical use until 1941. As World War II escalated, and sexually transmitted diseases threatened the troops overseas, penicillin was found to be an effective treatment against syphilis.

"The military wanted to rid the troops of STDs and all kinds of infections, so that they could keep fighting," Francis says. "That really sped up the development of penicillin as an antibiotic."

Right after the war, penicillin became a clinical staple for the general population as well. In the United States, syphilis went from a chronic, debilitating and potentially fatal disease to one that could be cured with a single dose of medicine.

From 1947 to 1957, the syphilis death rate fell by 75 percent and the syphilis incidence rate fell by 95 percent. "That's a huge drop in syphilis. It's essentially a collapse," Francis says.

In order to test his theory that risky sex increased as the cost of syphilis dropped, Francis analyzed data from the 1930s through the 1970s from state and federal health agencies. Some of the data was only available on paper documents, but the Centers for Disease Control and Prevention (CDC) digitized it at the request of Francis.

For his study, Francis chose three measures of sexual behavior: The illegitimate birth ratio; the teen birth share; and the incidence of gonorrhea, a highly contagious sexually transmitted disease that tends to spread quickly.

"As soon as syphilis bottoms out, in the mid- to late-1950s, you start to see dramatic increases in all three measures of risky sexual behavior," Francis says.

While many factors likely continued to fuel the sexual revolution during the 1960s and 1970s, Francis says the 1950s and the role of penicillin have been largely overlooked. "The 1950s are associated with prudish, more traditional sexual behaviors," he notes. "That may have been true for many adults, but not necessarily for young adults. It's important to recognize how reducing the fear of syphilis affected sexual behaviors."

A few physicians sounded moralistic warnings during the 1950s about the potential for penicillin to affect behavior. Spanish physician Eduardo Martinez Alonso referenced Romans 6:23, and the notion that God uses diseases to punish people, when he wrote: "The wages of sin are now negligible. One can almost sin with impunity, since the sting of sinning has been removed."

Such moralistic approaches, equating disease with sin, are counterproductive, Francis says, stressing that interventions need to focus on how individuals may respond to the cost of disease.

He found that the historical data of the syphilis epidemic parallels the contemporary AIDS epidemic. "Some studies have indicated that the development of highly active antiretroviral therapy for treating HIV may have caused some men who have sex with men to be less concerned about contracting and transmitting HIV, and more likely to engage in risky sexual behaviors," Francis says.

"Policy makers need to take into consideration behavioral responses to changes in the cost of disease, and implement strategies that are holistic and longsighted," he concludes. "To focus exclusively on the defeat of one disease can set the stage for the onset of another if preemptive measures are not taken."

Obama on Clinton: 'I'm going to miss her'

WASHINGTON (AP) ? President Barack Obama lauded Secretary of State Hillary Rodham Clinton as one of his closest advisers and said their shared vision for America's role in the world persuaded his one-time rival ? and potential successor ? to be his top diplomat while he dealt with the shattered economy at home.

During a joint interview that aired Sunday, Obama and Clinton chuckled as they described their partnership and stoked speculation that Obama may prefer Clinton to succeed him in the White House after the 2016 elections. Clinton is leaving Obama's Cabinet soon, and speculation about the former first lady and senator has only grown more intense after a heated appearance last week on Capitol Hill.

Both Obama and Clinton batted away questions about future campaigns, but the joint interview ? the president's first with anyone other than first lady Michelle Obama ? was only likely to increase the fascination with Clinton's future.

"The president and I care deeply about what's going to happen for our country in the future," Clinton said. "And I don't think, you know, either he or I can make predictions about what's going to happen tomorrow or the next year."

Obama, who suggested the joint interview as Clinton prepared her exit from the State Department, lavished praise on his rival for the 2008 Democratic presidential nomination. He called her a friend and an extraordinary talent, and praised "her discipline, her stamina, her thoughtfulness, her ability to project."

It teetered on an endorsement of a 2016 presidential bid that is still an open question. Clinton advisers say she has not made a decision about a run, while Democratic officials suggest Clinton would be an early favorite if she decided to mount another campaign.

Obama and Clinton laughed when asked about the political future.

"You guys in the press are incorrigible," Obama said when pressed on another Clinton presidency. "I was literally inaugurated four days ago. And you're talking about elections four years from now."

The possibility of a presidential campaign for Vice President Joe Biden did not come up during the interview, taped Friday at the White House.

Obama described why he insisted Clinton become his secretary of state.

"She also was already a world figure," Obama said. "To have somebody who could serve as that effective ambassador in her own right without having to earn her stripes, so to speak, on the international stage, I thought, would be hugely important."

It was a job she initially refused. But Obama kept pushing, Clinton said.

"The one thing he did mention was he basically said: 'You know, we've got this major economic crisis that may push us into a depression. I'm not going to be able to do a lot to satisfy the built-up expectations for our role around the world. So you're going to have to get out there and, you know, really represent us while I deal with, you know, the economic catastrophe I inherited."

It's a job she embraced during the last four years. She arrived on the job with a global brand she quickly lent to promoting U.S. interests. In return, the public rewarded her with high approval ratings that could come in handy if she runs in 2016.

But her tenure has had its blemishes. For example, the United States did not directly intervene in the civil war in Syria, where the United Nations says more than 60,000 people have been killed and more than 2 million people have been internally displaced since the start of the conflict in March 2011.

"There are transitions and transformations taking place all around the world. We are not going to be able to control every aspect of every transition and transformation," Obama said, saying his jobs are to protect the United States and engage where the U.S. can make a difference.

In a separate interview with The New Republic, also released Sunday, Obama said, "As I wrestle with those decisions, I am more mindful probably than most of not only our incredible strengths and capabilities, but also our limitations."

On "60 Minutes," he praised Clinton's State Department for helping him sort out what the United States can ? and cannot ? accomplish.

"It has been a great collaboration over the last four years. I'm going to miss her. Wish she was sticking around. But she has logged in so many miles, I can't begrudge her wanting to take it easy for a little bit," Obama said.

It's something of a turnaround from 2007 and 2008, as the two raced through Iowa and New Hampshire and onward. In increasingly bracing language, the two excoriated the other. At one point, a visibly angry Clinton seethed, "Shame on you, Barack Obama."

Obama now jokes about the rivalry.

"Made for tough debates, by the way, because we could never figure out what we were different on," the president said.

Both acknowledged disagreements continue but said they had common goals.

"Are there going to be differences? Yeah. Deep differences? Of course," Clinton said. "You had a lot of strong-willed, -minded people. But the president deserves our best judgment, our advice and then he deserves us to stand with him and to execute."

Library solves animal control's puppy poop problem

SAN FRANCISCO (AP) ? San Francisco's animal control agency is proving that the print editions of newspapers remain just as vital in the digital age.

The agency relies on the papers to line cages and catch its puppy's poop. It is now turning to the city's public library to ensure a consistent newspaper supply.

The San Francisco Chronicle reports that the agency will pick up newspapers from the library about twice a month.

Agency supervisor Eric Zuercher says the arrangement has solved a big problem, noting puppies are poop machines.

The agency had previously relied on public contributions and donations from the Chronicle.

Hands On With Twitter's Social Video App, Vine

Twitter launched Vine on Thursday -- an app that lets you share 6-second video clips.

Currently iOS-only, the stop-motion videos can include as many scenes as you can fit in. Video stops and starts when you press on your device?s screen. Your finished product can then be shared just on Vine, or with friends on Twitter or -- in theory -- Facebook.

Still in its infancy, the service isn?t without drawbacks. Sharing for instance can only be done with the video is initially uploaded/. So if you forget to select that Twitter button when you upload your followers will be out of luck forever.

Thursday at least, uploading those videos to social networks also takes a bit of time. Some of our videos went up immediately, while others took close to an hour.

Sound is also recorded along with each video clip. While that?s not a huge deal if you?re recording in a quiet location, video recorded where there?s a lot of noise can sound choppy and be jarring for viewers. (Videos play automatically in Twitter, but the default setting appears to be on mute.)

And then there?s Twitter's relationship with Facebook. A few hours after the app?s launch Thursday Facebook blocked the service from being able to access your friends lists.

Knowing which of your Facebook friends are using Vine isn?t essential to the service, but it does tend to make finding those friends ? who you might not be connected to on Twitter ? that much harder.

White veins of Mars: Curiosity hits 'a jackpot' in quest for wetter past

Curiosity rover has found mineral-filled fissures in the rocks of Gale Crater on Mars. Together with other evidence, the minerals suggest that the rocks were once 'saturated with water.'

White veins of minerals coursing through rocks on the floor of Mars's Gale Crater are providing some of the strongest evidence yet that the rover Curiosity's landing site once was a wetter, warmer place.

The details are still fuzzy. But the composition of the minerals indicate that they precipitated out of water flowing through fissures in the rock, while large grains within the rocks themselves are rounded, suggesting that water might have dulled their sharp edges.

Yellowknife Bay, the rocky expanse Curiosity currently inhabits, "is literally shot through with these fractures," says John Grotzinger, a geologist at the California Institute of Technology in Pasadena., Calif., and the mission's chief scientist.

It also features abundant, berry-shaped spherules that scientists say are sedimentary concretions formed in and worked over by water.?

All together, "basically these rocks were saturated with water," Dr. Grotzinger explained during a briefing Tuesday outlining the rover's latest exploits.

Yellowknife Bay represents "a jackpot unit," he added. Initially, researchers thought they might have to drive Curiosity up on the shoulders of Mt. Sharp, a towering summit in the middle of the crater, to find such a trove.

If Curiosity made these finds on Mt. Sharp, "we would have been absolutely thrilled," Grotzinger says.

Curiosity, a one-ton geochemistry lab on wheels, landed on Mars in August. Its goal is to see if the crater at one time could have been hospitable for simple forms of organic life. Curiosity has spent the past six months exercising its suite of 10 instruments and its seven-foot robotic arm in a series of tests aimed at ensuring all the hardware is working well before the rover heads for Mt. Sharp, its ultimate destination.

The rover probably won't begin to explore Mt. Sharp for another year.

Curiosity has traveled slightly more than a quarter of a mile, as the crow flies, since landing. Along the way, however, scientists have chosen targets for instrument tests that have already provided insights into the crater's geologic past ? including evidence for an ancient stream bed.

WASHINGTON (AP) ? Students with disabilities must be given a fair shot to play on a traditional sports team or have their own leagues, the Education Department says.

Disabled students who want to play for their school could join traditional teams if officials can make "reasonable modifications" to accommodate them. If those adjustments would fundamentally alter a sport or give the student an advantage, the department is directing the school to create parallel athletic programs that have comparable standing to traditional programs.

"Sports can provide invaluable lessons in discipline, selflessness, passion and courage, and this guidance will help schools ensure that students with disabilities have an equal opportunity to benefit from the life lessons they can learn on the playing field or on the court," Education Secretary Arne Duncan said in a statement announcing the new guidance Friday.

The groundbreaking order is reminiscent of the Title IX expansion of athletic opportunities for girls and women four decades ago and could bring sweeping changes to school budgets and locker rooms for years to come.

Activists cheered the changes.

"This is a landmark moment for students with disabilities. This will do for students with disabilities what Title IX did for women," said Terri Lakowski, who for a decade led a coalition pushing for the changes. "This is a huge victory."

It's not clear whether the new guidelines will spark a sudden uptick in sports participation. There was a big increase in female participation in sports after Title IX guidance instructed schools to treat female athletics on par with male teams. That led many schools to cut some men's teams, arguing that it was necessary to be able to pay for women's teams.

Education Department officials emphasized they did not intend to change sports traditions dramatically or guarantee students with disabilities a spot on competitive teams. Instead, they insisted schools may not exclude students based on their disabilities if they can keep up with their classmates.

Federal laws, including the 1973 Rehabilitation Act and the Individuals With Disabilities Education Act, require states to provide a free public education to all students and prohibit schools that receive federal money from discriminating against students with disabilities. Going further, the new directive from the Education Department's civil rights division explicitly tells schools and colleges that access to interscholastic, intramural and intercollegiate athletics is a right.

The department suggests minor accommodations to incorporate students with disabilities onto sports teams. For instance, track and field officials could use a visual cue for a deaf runner to begin a race.

Some states already offer such programs. Maryland, for instance, passed a law in 2008 that required schools to create equal opportunities for students with disabilities to participate in physical education programs and play on traditional athletic teams. And Minnesota awards state titles for disabled student athletes in six sports.

Increasingly, those with disabilities are finding spots on their schools' teams.

"I heard about some of the other people who joined their track teams in other states. I wanted to try to do that," said Casey Followay, 15, of Wooster, Ohio, who competes on his high school track team in a racing wheelchair.

Current rules require Followay to race on his own, without competitors running alongside him. He said he hopes the Education Department guidance will change that and he can compete against runners.

"It's going to give me the chance to compete against kids at my level," he said.

Some cautioned that progress would come in fits and starts initially.

"Is it easy? No," said Brad Hedrick, director of disability services at the University of Illinois at Urbana-Champaign and himself a hall-of-famer in the National Wheelchair Basketball Association. "In most places, you're beginning from an inertial moment. But it is feasible and possible that a meaningful and viable programming can be created."

Europe's emigrants face red tape in Latin America

(AP) ? Geologist David Rodriguez and actress Cristina Pascual, two of the nearly six million Spaniards left jobless in the European recession, fled to Latin America last year, figuring their futures would be brighter in the booming economies on this side of the Atlantic.

Instead, they found themselves stuck, facing so many bureaucratic hurdles that their only option was to work illegally, for much lower wages. Without a work visa, they couldn't get a formal job. Without a job offer, no visa. And without a job and a visa, they had no way of securing an all-important tax-identification number, freezing them out of Chile's booming formal economy. Trying to bend the rules can result in deportation for the worker, and fines for the company.

Rodriguez and Pascual are among the many migrants watching this weekend as leaders from the European Union, Latin America and the Caribbean seek ways of eliminating the red tape that has made it so difficult for foreigners to bring their skills across borders.

The vast majority of migrants between the continents used to travel to Europe, but the trends flipped after 2010, when economic indicators began to improve in Spain and Portugal's former colonies. Now Spanish and Portuguese workers are arriving by the thousands each year, entering on tourist visas and job-hunting in Brazil, Chile, Mexico and Argentina. Spanish migrants with skills needed in the mining industry are particularly sought after in Chile.

But the bureaucracy is getting in the way.

Rodriguez, 32, graduated from college in Spain in 2010, and spent the next 28 months in a frustrating search for work in his field while he lived with his parents. Then a friend, architect Maria Moreira, posted a Facebook message saying she was migrating to Chile. He jumped at the chance to come along, but soon found himself stuck without authorization to work. Despite high demand for exactly the skills he could offer, it took four months of rejections before he found a low-paid internship that eventually led to a company's sponsorship for his paperwork.

Spain's national statistics service said more than 40,000 Spaniards abandoned the country in search of work during the first six months of last year, up sharply from the 28,000 during the same period in 2011. The same agency said this week that unemployment has reached a record 26 percent in Spain.

Reducing roadblocks is urgent for the leaders at this summit. The IMF forecasts the Latin American and Caribbean economies to grow 3.6 percent this year even as Europe retreats 0.2 percent. The continents' economies are inexorably tied to each other, with EU countries representing 43 percent of Latin America's international trade. Making it easier for workers to move to where the jobs are can help all these countries, in part by increasing the remittances people send home to their families.

Chile isn't unique in the demands it places on foreign workers. Brazil and Argentina are famous for their red tape, and lacking EU citizenship, many Latin Americans haven't been welcomed into Europe's job market, either.

The summit agenda includes fostering "best practices" for lowering barriers to work. One example: representatives of 400 universities on both sides of the Atlantic met in Santiago this week to create a "common space for higher education," with the goal of standardizing the degrees and certifications awarded throughout both regions.

The agenda also advocates equal treatment for citizens of all nations, a sore point in the former colonies of Europe. While EU citizens can enter any country in the region on tourist visas, Latin Americans have been humiliated in Europe's airports, interrogated and sent home even though they said they complied with the entry rules.

"Welcome to a better world," is how Chile's President Sebastian Pinera greeted his Spanish counterpart Mariano Rajoy, a tongue-in-cheek phrase that resonates on all sorts of levels for travelers between both regions.

Rodriguez and Pascual can testify that their welcome was difficult at best during their first months in Chile.

Without formal work and a visa, they couldn't get the Chilean identity numbers known as RUTs, which are vital for all aspects of life. Without a RUT, you can't get a telephone line, buy a cellphone, obtain a credit card, open a bank account, or make hundreds of other transactions in Chile.

Pascual, a 38-year-old actress, spent five months in low-paid, under-the-table jobs before she got help from the Spanish embassy, where she now works as a cultural representative.

"The bureaucracy here is terrible," Pascual says. But now she sounds contented, and spends much of her time supporting other Spaniards who keep arriving in Chile. "Many people are coming, so we help them a little, because it's very bureaucratic here, very complicated, and they get desperate."

Mrs. Obama has bangs: Let the analyzing begin

NEW YORK (AP) ? Before we start rambling on obsessively about Michelle Obama's bangs, let's be clear: The president started it.

It was he, after all, who called the new hairdo, unveiled just a few days before the historic occasion of his second inauguration, "the most significant event of this weekend."

And he hasn't stopped there. On Tuesday night, he introduced his wife at the White House staff ball: "And the First Lady of the United States ? bangs and all..."

So given the president's evident interest in the subject, perhaps the rest of us shouldn't feel so bad about analyzing ad nauseum the first lady's new look, an activity that has certainly taken over social media for days (and, perhaps, ended discussion of an earlier obsession, Michelle Obama's arms.) Heck, the bangs even have their own (unauthorized) Twitter account, FirstLady'sBangs, which has taken to issuing dispatches like: "Just got a text from Hillary Clinton's side-part" or "BREAKING NEWS: Barack just named me director of Hairline Security."

And how about the headline in New York's Daily News, the day after Obama's private swearing-in? "In With A Bang."

Quips and clever headlines aside, everyone seems to have an opinion about the new style ? not only how it looks, but what it means. And so, just because it's fun, we analyze some of them here:

THE YOUTH FACTOR: It's no secret, say fashion experts, that on the right person, bangs can make you look younger. It's also no secret that Mrs. Obama turned 49 the very day she unveiled the cut last week, in a photo tweeted from her new Twitter account, FLOTUS.

"None of this is accidental," says Linda Wells, Allure magazine's editor-in-chief. "She tried this on her 49th birthday. She wants to spice it up a bit. And it's definitely a more youthful style than what she had before. It just has a flirty, young quality to it."

THE FASHION PLATE: Clearly Mrs. Obama, well known and admired for her fashion sense, is aware that bangs are in these days. Sure, they've been around forever, and your 5-year-old may have them, but recently bangs have become a full-fledged fashion trend, with actress Zooey Deschanel one of the standard-bearers. (Fun fact: Deschanel, 33, and Mrs. Obama happen to share the same birthday ? Jan. 17.)

"Bangs have been really, really big for about a year," says New York hairstylist Robert Stuart, who has a salon on the Upper West Side. He thinks Mrs. Obama has picked the perfect cut for her looks. "It's much softer and younger, and it makes her look more approachable," Stuart says. "It also works well for her sense of fashion. And it brings out her eyes." (There are, he says, people who shouldn't have bangs: those with tiny foreheads or round, short faces.)

THE NAYSAYERS: Just in case one thinks everyone loves the hairdo ? and the reaction does seem extremely positive ? there are naysayers. Count among them Joan Rivers, comedienne and fashion commentator, who tweeted on Inauguration Day: "Today starts President Obama's next four years in the White House. Let's hope the same isn't true about the first lady's new hairdo." Explanation? She didn't provide one, but in her defense, she only had 140 characters.

SHE'S EXPRESSING HER INNER SELF: Here we get a little more philosophical. Some have speculated that, since Mrs. Obama is starting a second term and won't have to endure any more campaigns, she is finally free to express herself exactly as she wants. And as she feels. "Haircuts do express how people are feeling," says Wells. "You get that sense of her feeling liberated ? more comfortable, and less worried about what everyone else is thinking. She's showing her own sense of style and own sense of energy."

Stuart, of the Robert Stuart Salon, agrees. "I think now she's maybe feeling less threatened, and can express herself more. Really she just seems more comfortable."

IT'S SOMETHING TO EVERYONE: If you'd wandered around the National Mall on Inauguration Day, and spoke to women especially, you'd have found a lot of Michelle Obama fans. No surprise there. But many of these women were particularly fond of the bangs, and for various reasons.

Sheila Garrison, an educator from Maryland, called the hairstyle "different," but all the attention paid to it brought home to her and her friend, fellow teacher Patricia Cooper, that Mrs. Obama "represents women in a beautiful way," in Cooper's words. "You look at her and you are proud to be a woman. She commands respect." Garrison, 58, also appreciated how Mrs. Obama, a fellow tall woman, "carries herself really well."

Mattece Mason, 34, of Tulsa, Okla., adores the cut ? when asked about, it she and her family members ? well, the females ? screamed, "Oh my God, we love it!" But the enthusiasm of her daughters was meaningful to Mason for a reason other than fashion. "My daughter Aubrianna, who's 14, said to me today: 'I want bangs now,'" Mason said. "That made me feel great because my girls have such a role model. A first lady they can emulate." (Mason also pointed out that she thought Secretary of State Hillary Rodham Clinton looked great in those eyeglasses she's been sporting lately.)

And Roslyn Snow, of Newport Beach, Calif., had another reason for loving the new Obama look. "I think she looks like Jane Fonda back in the old days," said Snow, 76. "Remember?"

A SIGN OF SOMETHING BIGGER? Many have wondered whether Mrs. Obama has plans to forge a new and expanded role in the second term, taking on different issues. Wells, the fashion editor, gets that feeling, though she makes clear it's all speculation. "You sense it with the strong statement she is making with her appearance," Wells says. "Before, her look was sort of retrograde: the hair, the A-line dresses. The emphasis was on 'lady.' Now, it seems, the emphasis is on 'first lady.'"
