Chinese National Development and Reform Commission has increased the debt quota for foreign banks to $24bn annually, following decline in direct investment for the fourth consecutive month in February 2012.
According to data from the State Administration of Foreign Exchange (SAFE) in China, the new quotas may have more than doubled from previous quotas.
A pilot project is expected to be launched for increasing the debt quota for which participants will be HSBC Holdings, Deutsche Bank, JP Morgan, Citigroup, Sumitomo Mitsui Banking and Bank of East Asia, the regulator said in a statement.
The regulator was quoted by Reiters as saying that the quota is intended at "promoting opening-up of the financial sector, giving a bigger role to foreign banks in capital flows, and pushing forward national economic development."
Foreign banks can lend yuan from overseas markets, however, the size, maturity and the lenders of such yuan loans will have to be reported, NDRC added.
As at end of 2011, foreign banks in China held an outstanding foreign debt of $54bn including both long-term and short-term debt, which accounts 12.13% of China's total foreign debt, as per government data.

(TSX VENTURE:SSE)?is pleased to provide preliminary results for a mineralogical investigation on the Pope's Hill Rare Earth Element (REE) prospect in southern Labrador.?Pope's Hill is a road-accessible, 100% owned, REE property located on the Trans-Labrador Highway (TLH), approximately 100 km to the west of Happy Valley-Goose Bay.?
The REE mineralogical research study is being carried out by Alex Chafe, a Master's student at Memorial University of Newfoundland, under the supervision of Dr. John Hanchar, the Head of Memorial's Department of Earth Sciences.?Silver Spruce would like to acknowledge that this research is partially supported through a GeoEXPLORE research grant from the Research Development Corporation of Newfoundland and Labrador. "This type of support is invaluable to junior mining companies in this province and is greatly appreciated," says Peter Dimmell, President and CEO of Silver Spruce Resources.
REE rich rock samples from the Pope's Hill area were first evaluated by thin section to ensure that they were representative of the mineralization.?Scanning Electron Microscopy - Mineral Liberation Analysis (SEM-MLA) was then used to determine the grain size, distribution, modal abundances and elemental distribution of each REE-rich mineral phase in the representative thin section.?Electron Probe Microanalysis (EPMA) was used to determine the average Rare Earth Element Oxide (REO) composition for each individual mineral present in the samples.?The data from both techniques were then used to calculate each mineral's contribution to the average whole-rock REO composition.
The results indicate that the REE from the MP trend of the Pope's Hill prospect are primarily hosted in allanite, titanite, monazite and britholite, with trace amounts hosted in fergusonite, REE-carbonates and apatite.?Table 1 on the next page shows a total average REO composition of 17.5 wt%, with the percentage contributed by each mineral:?allanite - 47.6%; high-REE titanite - 24.1%; monazite - 16.7%; both varieties of britholite (high-REE and low-REE) - 11.1%; with the rest in fergusonite, REE carbonate and apatite.?Disseminated allanite and monazite were also noted in the adjacent host rock units in the thin section analysis.?
"These preliminary mineralogical results indicate that the REE mineralization is found in mineral phases that have been successfully exploited to produce a saleable REE concentrate in other parts of the world.?Based on this information and positive results from our trenching program completed along the MP trend last fall, our next logical step is diamond drilling to better define the mineralized units," says Dimmell.
The MP trend, which has been defined in the Pope's Hill area over an approximate 2.5 km strike length, is a recent REE discovery in southern Labrador.?It has been tested by widely spaced trenching and is part of a 100 km district scale trend that has been established by airborne radiometric surveys (thorium [Th] anomalies) and fieldwork.?Plan maps of the property and Pope's Hill trend, which includes the Pope's Hill JV with Great Western Minerals Group and the MRT property; the airborne Th radiometric and magnetic data; pictures of the area; as well as the showings and some of the higher grade samples, are available on the Silver Spruce website at?www.silverspruceresources.com

When not in use, the plug packs down to a small storage space in the tunnel, ready for remote, immediate inflation in an emergency from the tunnel system's command center.
Designing, building, and testing this giant capsule proved quite complicated. "No one's ever done this before," says S&T Project Manager Dr. John Fortune. "It's a completely novel technology," adding that although he's proud to be first, a major challenge of the project has been the lack of a precedent or prior model.
Although the plug's cylindrical shape is an obvious choice for sealing off a tunnel, those tunnel walls are far from smooth. Pipes, vents, lights, and subway tracks line transit tunnels, and most include a raised service walkway on at least one side. How to block off such an irregular cross-section presented the RTP team a thorny problem.
To ensure a tight seal, engineers designed the plug's full circumference to be sufficiently larger than the tunnel itself. The additional material allows the plug to envelop the irregularities and conform to the existing space. But even this design feature was a balancing act to get right: too much extra material could create wrinkles and allow high-pressure flood waters to course around the plug.
In addition to making the plug the perfect size for the tunnel, the team needed to make it strong enough when inflated to restrain a full tunnel's worth of water, yet pliable enough to be compressed into a small space when not in use. Fortune and his team tested different fabrics and shapes on the way to the present design. Initial tests on a single-layer inflatable plug were promising; however, the design proved unsuccessful when a full scale prototype failed during pressurized testing. S&T's project team aggressively pursued new designs, ultimately settling on the present one: three separate layers.
On the outside, the plug hardly looks inflatable: thick webbing made of Vectran , a liquid-crystal polymer fiber, calls to mind a thickly woven cargo net more than a balloon but provides strength and shape to the plug. Two additional layers, one of non-webbed Vectran and one of polyurethane, seal the air or water used as the inflation medium inside.
"We used the same design and manufacturing techniques we use in space suits and inflatable space habitats," explained Dave Cadogan, Director of Engineering at ILC Dover. "The webbings and underlying layers form a tough barrier that is strong and resilient to damage."

Notre Dame Psychologist Jessica Payne and colleagues studied 207 students who habitually slept for at least six hours per night. Participants were randomly assigned to study declarative, semantically related or unrelated word pairs at 9:00 a.m. or 9:00 p.m., and returned for testing 30 minutes, 12 hours or 24 hours later. Declarative memory refers to the ability to consciously remember facts and events, and can be broken down into episodic memory (memory for events) and semantic memory (memory for facts about the world). People routinely use both types of memory every day ? recalling where we parked today or learning how a colleague prefers to be addressed.
At the 12-hour retest, memory overall was superior following a night of sleep compared to a day of wakefulness. However, this performance difference was a result of a pronounced deterioration in memory for unrelated word pairs; there was no sleep-wake difference for related word pairs. At the 24-hour retest, with all subjects having received both a full night of sleep and a full day of wakefulness, subjects' memories were superior when sleep occurred shortly after learning, rather than following a full day of wakefulness.
"Our study confirms that sleeping directly after learning something new is beneficial for memory. What's novel about this study is that we tried to shine light on sleep's influence on both types of declarative memory by studying semantically unrelated and related word pairs," Payne says.
"Since we found that sleeping soon after learning benefited both types of memory, this means that it would be a good thing to rehearse any information you need to remember just prior to going to bed. In some sense, you may be 'telling' the sleeping brain what to consolidate."

7. Address what make sense, but not everything:?Lastly, the CEO and management need to carefully consider all suggestion and feedback and not necessarily react to every one. For consistency and transparency, consideration of all ideas needs to be evaluated relative to company mission and objectives.?Note: If a smallbiz doesn?t have a mission and objectives that are shared with employees, then there are much more fundamental issues to deal with at that company.

My parents had spent a ton of money on food and drinks, and I ended up calling my brother?s friends to round out the party. I kind of felt horrible about the whole thing. Anyway, I have a little bit of a complex about parties. So, I was sort of shocked when this one was extremely well-attended, and I assume that is because everyone heard Lauren was going to be there.
Anyway, it was a freaking awesome time. I made some awesome foods, including friend wontons full of PBJ as well as friend wontons full of nutella and bitter orange, and those were kind of the star of the party, even though I think the edamame spread I made was the best thing there. I made lots of drinks, and let my friends attempt to make me drinks, which ended in hilarity. There were also a whole bunch of H_E people there, which was kind of awesome: all four houses represented!!!

Anyway, party was a blast. The next morning we slept in pretty late (we being me, Lauren, and Jess), and then we went downtown to Jim Hanley?s Universe, and then to The Strand, where Lauren acquired a copy of

And a Clawbot:
Then we headed back uptown and dropped into Dutch Kills, a bar in Queens, for a drink, before making our way out to Flushing for Korean food, and bubble tea.
Then we went home and ate the ice cream sandwiches that Jess had given us when we had gotten in on Friday:
After we ice cream sandwiched, I taught Jess and Lauren how to make a sazerac, and then we did dramatic readings from the aforementioned ?best book,? and finally went to bed.
The next day, we got up and went down to Katz?s Deli for lunch
And then, walking around, we found a place that had a sign about hibernating Puffs:
Oh, yeah, and Jess bought an amazing purple hat.
And we got some cream puffs at the Hibernating Puffs place:
Lauren did some science:
And then we went to the giant Toys R Us in Times Square, because it is apparently tradition for visiting H_E members.
Jess played DDR:
Lauren was Iron Man instead of Batman for like ten seconds:

Then it was time to send the Lauren home, and Jess came back to Queens with me for a little while before she departed as well.
