Football is certainly a popular sport in Texas both for players and spectators. Where I lived it was definitely thought of as culturally important to a decent number of students, but that of course varied widely across the student body. And it was well funded with a nice field, good equipment, etc. On the other hand other activities didn't seem to suffer from lack of funding.
